Placing mental health on the public health priority agenda

 
Develop and use uniform and clearly understandable messages for  mental health advocacy.
   
 
Conduct advocacy in a coordinated manner involving key stakeholders including service users.
       
     
Educate decision-makers within governments and in donor and multilateral agencies, on the evidence on public health significance of mental disorders and the cost-effectiveness of mental health care.
       
       
Improve organization of mental health services  
Develop national policies, plans  and legislation to enable decentralization of resources and the development of services in the community.
       
     
Address incentive arrangements to overcome vested interests blocking change.
       
     
Provide the funds for concurrent running costs for mental hospitals and community services, while the infrastructure for community services is being developed.
       
 
 
Organize international technical support to learn from countries that have experienced successful mental health reform.
       
       
Integrating the availability of mental health in general health care  
Develop innovative models to ensure mental health care in PHC with low-cost human resources for screening and provision of interventions, and strengthening close links to specialist services.
